The latest in the series of GHG Protocol publications, tentatively titled ‘Measuring to Manage: A Guide to Designing Programs for GHG Accounting and Reporting,’ will be launched at the Conference of Parties (COP)-13 in Bali, Indonesia this December.

This publication aims to help interested groups in designing and implementing effective GHG programs based on internationally accepted standards and methodologies for corporate-level GHG accounting and reporting, based on the experience of WRI and WBCSD in facilitating GHG programs in Mexico, the Philippines, South Korea, Brazil, China, and India. Specifically, this publication addresses the development of programs by governments, industry associations, and environmental groups to promote the accounting and reporting of GHG emissions by companies, based on a common set of accounting and reporting specifications.

“WRI and its partners have developed a tremendous body of work on designing and implementing GHG programs. This guide will capture that knowledge and make it accessible to groups – especially in developing countries – interested in working with companies to manage GHG emissions,” said Senior Associate Taryn Fransen, who manages the GHG Protocol’s developing country initiatives.

The six chapters of the document cover topics ranging from the design of program objectives and principles; elements of GHG program structure; developing accounting and reporting specifications; approaches to inventory quality management; and implementation processes.
