Tool updates

General tool revisions WRI initiated changes to its suite of mobile combustion tools. These changes are ultimately aimed at increasing usability and at ensuring the calculation methodologies are consistent with international best-practices. Most notably, WRI has completely reformatted the Mobile Combustion tool to increase its functionality and ease-of-use.
